Being cohesive/consistent may lead to higher win rates, but it doesn't necessarily have to be.Imperium is a very solid but fairly slow token/midrange deck with a good balance of board presence, card draw and removal. It has many board wipes so you can control the crazy stuff the other decks get out. Necrons is a grindy value engine with many strong plays. It has both artifact and graveyard synergies.

When to buy, your guess is as good as anyones. Based off pricing now it doesnt look like a bad bet. Necron dynasties is the highest one to probably spec on just for the desired cards and arts included in it. Makes sense, I would likely be buying sets a of all 4 for ~$215 each.

They are pre constructed decks of 100 cards designed for the Commander (or EDH for older players) format. These will likely be a mix of new cards made specifically for this and other MTG cards that fit mechanically or flavour wise with the decks (and these cards may or may not have new artwork to reflect the 40k flavour).
