Just for anyone passing by -- mine also pended within minutes of hitting level 17 HQ's. I spent a total of $2 on the game in Google Play credit. It can be done in 7-10 days for free play as long as you're participating in all events and leveling up strategically. You don't even really need to send out for resources.

Game offers aren't tracking completion. I completed the Puzzles & Conquest offer today, but the rewards are not pending. What's strange is that the other tiers of the offer did credit me. I wrote up a guide for doing it with the older terms of 60 days to hit level 22. I think doing it in 21 days would be possible though. I've seen it listed on freecash with a 30-day limit. It's doable. you can get lots of speed up in the game once you hit the ruin section. you can buy speedups with coins there. try to get into good alliance too. try to farm for wood from the start. you will need lots of wood for level 15,16,17.
