I suspect each of them only drops with specific criteria, but what that is I am not sure. I mostly do strongholds in hard/challenging. But lately I’ve noticed that I can have my memento stacks full (30) and will lose them immediately if I fast travel into a safe zone. It didn’t used to work like this, unless I’m losing my mind.
