Approaching galactic zone starts the quest with stage 20, Tiana advances it to stage 30. So if you don't even have the quest at all something else has gone wrong. If you were on PC you could check the quest stages. Oh well. You can STILL clear out the galactic zone and get all the cores, and if you have the raider quest you can still plant a flag.
