Tinfoil only works with fusee-primary (and the "Atmosphere" sigpatches, too). What you need to do is make sure that Hekate is loading THAT payload and not fusee-secondary.

I only download the atmosphere files, the fusee file & the sigpatches. Make sure to download the latest files and that they all mention support for 13.2.1 which is the latest firmware. The atmosphere and fusee files are downloaded from the same GitHub site. The sigpatches are downloaded from their own GitHub site

If an install to the internal memory gives these problems then I think you're missing the latest sigpatches. Note that Hekate and Atmosphere have their own sigpatches.
