The HD manual spec is the same for my 2004 softail. When you simply drain the primary without removing the outer cover, 3-4 oz. of oil remains in the primary case. If you remove the outer cover for some reason, you might then use a full quart. I don't even look at the level in the primary. It looks to me that the oil change is recommended at 10,000 miles and 15,000 miles. The dealer says to change it every 2500.
