Make sure the water block is at or one up from the tilled dirt block to properly hydrate it. Also, if you're doing dirt farming for inferium use fertilized dirt instead for a bonus to growth, as well as (I believe) being less prone to becoming untilled. Finally, also consider using a farming block to replace the water block for an added boost.
Since you're growing Inferium I assume Mystical Agriculture Growth Accelerators are there. Individually they're pretty weak, but you can stack them as high as you want. A Harvester will never generate extra seeds when harvesting Mystical Agriculture crops. I tested it with a 9x9 farm for about 30 minutes, and it never harvested a seed, only the drops that the plant would give normally (essence and occasionally Fertilized Essence. I have found at least 2 other reports of this in the past through googling, but ...You want to make an rftools crafter tier 2 or 3 with all the recipes and a master infusion crystal. Slap an exporter and importer on it. Put inferium essence in the export filters. Set up a seed processor with exporter feeding it the seeds.
Hey Lego, I know this is re: an old post, but my inferium plants are also not dropping inferium seeds other than the one. I have farmed a plot of 9x9 inferium plants about 20 times and havent gotten a single extra seed, crafting the originals in the 9x9 manually. I am farming using inferium soil and without anything in my hand.

Other than that they grow rather slowly. If you have tiny progressions in your pack, growth crystals should speed up growth quite well. Try it for longer, those crops take a while to grow if not sped up. Shouldn't take longer then 2mins though.

Are you sure they are inferium seeds and not crafting seeds? I've seen a few people try planting crafting seeds instead of inferium seeds. Which pack are you playing and does it have agricraft? If so you'll have to use crop sticks. If not than, I'm honestly not sure why it's not working.

Like others said, crop sticks allow you to breed them, but then you end up with a lot of non/stackable seeds. So I don't recommend this unless you go all out and max all their stats.
