All you need to do is right-click the exe file, click Settings, Compatibility and check the box that says run as administrator. Next, you need to allow the ACT through your firewall. The only important file for how the layout would look like is the resorces/icons folder, and the miniparse.html. Make sure that you are using the right miniparse.html. Check the URL in ACT->plugin tab ->OverlayPlugin.dll tab, and make sure it is linking to the new miniparse.html and not your old one.

Normally when you install the FFXIV_ACT_plugin a button should appear that says "show overlay" but that button does not appear when installing the plugin. Unfortunately the game has re-enabled Oodle TCP network compression, and so you MUST launch ACT before logging into a character in FFXIV. I will continue to explore alternative solutions. I've deleted and readded my firewall stuff (inbound and outbound) - even disabled the firewall completely to test if that would help.
