1. Yes it exists. 2. You can extend it but never remove it. 3. Extending it has no discernable impact on performance. Most people will tell you to just make it into a dedicated session in another window, have your friend join that session then have you join your friend but I've never gotten it to work so, cheers and happy info hunting. #1.

Speaking from a PC standpoint when you make the server you can increase the tether (on the server creation menu) to whatever your computer can handle. At least in survival evolved you were able to change the tether length, only ever being teleported when host went into a cave. If you can get a good distance away from the enemy though, around 30 to 40 meters away, you can throw out a Cryopod successfully. But hopefully, this gets changed in a future fix either way.
