Just need 5 red board mini tools to unlock the pattern. Once you pull mats out of the gun the pattern should unlock. Go to your character equipment screen, scroll left and find the tab that says something about weapon frame unlocks and exotic catalysts. There it will show you what you still need for any weapon that is craft-able. .

There was a intro questline at the Enclave to craft it, not sure if that quest still exists or not. Otherwise its also a world drop so youd just be hoping for a red border.

You can always not get the enhanced perks for column 3 and test back and forth between unrelenting and threat detector. Enhance unrelenting only add some etra handling. Enhance Threat detector makes all its numbers a little better which is a better enhancement in my opionion. I dislike the "adds 5 to stat bar" as the enhancement.
