For now, its not possible to to increase the part of how many level ups a tamed dino or player can have, only the wild dino level can be adjusted. The code to override amount of level-ups is not working on ASA. I see really many confuse the little details :D Max wild dino level is one thing.

I had the same issue and came to the conclusion there isn't one for private servers. I couldn't find it. I have Dino's in the 600 level range and they survive server restarts. i manage my private server and unless the server owner made a dino level cap there wouldnt be one, unless its an xbox/ windows 10 server. ( when max xp was 100,000.. you can adjust it per level how you want now that max xp is 180k ) game.ini.
Just need to up your difficulty. If you have a way to adjust the difficulty, that's the dino level cap. 1.0 gives like lvl100+ wild dinos. I made my dinos be like vanilla by checking maximum lvl dinos, then changing difficulty everride to 5. Google a bit, you need to edit you ini files, as that setting is not in the ui afaik.
