It's a misc quest, got the sapphire claw from Wilhelm after returning a journal found in the barrow. In the room with the lever there is nothing to open that gate. I've tried a combination of levers found before entering that room and after and none have worked. Tried telekinesis, knowing it wouldn't work but worth a shot.
Go into the room on the same side as the pillars and stand on the pressure plate that looks like the pressure plate outside. There are 4 walls that will rotate and eventually a gap will appear in each wall that will allow you to see the symbol on the wall. I am going through Shroud Hearth Barrow as we speak. When the draugr wake up in that room, and the gate to go forward closes, this little one opens. I think the idea is if you want to bypass the draugr or something you can flick this lever and run.
