No this is incorrect. You can make a public server easily on your home pc as long as you've: Setup your firewall rules correctly. Setup your port forwarding correctly (Also making sure your ISP allows for this / Like a static IP) You don't need a VPS / Dedicated Server and you don't need to have Windows Server 2019.It shouldn't try to use the activision servers when run through nucleus. make sure steam is closed, delete the nucleus content folder for the game by right clicking it in the nucleus ui and selecting the menu option.
