The Tikka is one of the best rifles you can get for less than 1k. I'd say it's the best. The Savage is okay for a budget or beginner rifle, but they go on sale close to Christmas for 250-300 bucks. A great middle ground between the two is a Ruger American. For a couple hundred more than the Savage, you get a far better platform.I have a Tikka and a couple Americans. Tikka is definitely a nicer rifle but there's a lot to like about the Ruger. Light weight, decent trigger, and mine all shoot moa or less. Even a .450 bushmaster.
