The damage increase this gives to a martial is huge, especially at level 1. It's basically the "sleep" of 2e, but with more crits to the face. Find the martial in your party with the biggest (highest damage die) and most accurate weapon and slap that on them, then sit back and relax as the bad guys melt.

Shadow Signet being in the game doesn't really have that much bearing on the accuracy of a Spell Attack unless an enemy is perhaps Flat Footed to you as well somehow. Or Frigthened. But that accuracy boost would nominally be shared by martials. Not to mention that Shadow Signet also fills the metamagic slot of a given spell.
