The way physics works in game is that it needs a ground object to work against. If you look at the skirt in nifscope you will see the skirt, and what appears to be a pair of trousers. Yep. I believe you need HDT-SMP Physics to make it so cloaks and weapons don’t clip. This also makes hair act “naturally” and fixes other physics problems in the engine too. But it requires SKSE to function. (SKSE is a script extender mod for Skyrim and isn’t found on Xbox and can’t be ported.)
