With the standard, you pay $25/month and can join as many of the "standard" gyms you want. Since all of the gyms for LA/PF are in the network under the standard, they give you the higher tier of membership within those 2 clubs so you can go to any location without having to join each one individually.
Assuming your intent is to actually use the gym throughout that year, you're pretty much stuck with that total cost. (I'm not aware of a way for them to cancel the annual membership fee which is that 13th payment but you may be able to take advantage of a special to reduce the $550-ish total cost to $500.)
