It's still your best bet for an int/dex build, IMO. It's even really good with just int. I myself used it with all the minimal dex requirements and it performed great for me. Moonveil doesn't so much one-shot as insta-stagger a lot of enemies with the weapon art (the R2 version). A lot of tough enemies get staggered by one L2+R2 and then killed by the critical hit you can follow up with, and a good number of bosses get staggered in like two or three hits from it, too.

Moonveil is busted to the point of trivializing half of the game, if that sounds fun to you then go for it, otherwise you can infuse uchi with the blood slash ash and put points into arcane for a very strong almost game breaking bleed build.
