Higher HQ approves the individual. The reserve unit staffs it and approves it thru multiple levels. It goes back to the higher HQ for another approval. Then it goes to DA G-1 for approval. Then it goes to HRC for final approval and orders. Anyone can disapprove thru the chain, and you go back to square one.Thinking of AD.
