Not sure if you need to upgrade it at Jose first or not, but you need to get to the treasure room before you can fight the boss, so if you're struggling, you can just visit Mementos and upgrade it before going back.

I recently beat the Okumura boss fight (spent an entire day on it, too) and I'm really getting sick of this game now. I really enjoyed the first act, but the quality and care has slowly gone on a downward spiral since. I’d recommend going to atleast lvl 45. iirc 41 is on the low end, but possible. If you're playing on Hard I'd suggest 45 to give yourself some leeway. I think the general recommended level was 10 per palace. I'm playing on normal actually. I'll probably grind to 43 and then try the fight. I wouldnt say 41 is low end. But if you are going in blind, Okumura’s fight can be BRUTAL to those who are unprepared, making even the Velvet Room fights seem easier by comparison.
